Erbil, Kurdistan Region (GOV.KRD) – The KRG Council of Ministers has decided to give subscribers a last-chance discount of up to 50% on pre-Runaki debt. This will be from 24 September to 18 October, else it will be put on mandatory monthly installments at no discount as per the Runaki programme’s announcement earlier this week.

As a result of this decision by the KRG Council of Ministers, subscribers now have the unique opportunity to choose how they want to pay back their pre-Runaki debt:

  • Pay at a discount of up to 50% in one go between 24 September and 18 October
  • Pay the full amount after 18 October over 6-24 months, subject to minimum monthly payments

After 18 October, any pre-Runaki debt will automatically be converted to mandatory monthly installments and will need to be paid with Runaki bills over the standard 50-day bill payment window.

The discount on pre-Runaki debt from 24 September to 18 October will be the same as the prior discount:

  • Residential and agricultural segments qualify for a 50% discount
  • Industrial, commercial, and state segments qualify for a 25% discount
  • Discounts apply if the full discounted debt is paid in one go via e-Psûle or the Commercial Office

Of the nearly 2 million electricity subscribers across Kurdistan, around 800,000 still hold pre-Runaki debt. The KRG’s decision to give a last-chance discount on pre-Runaki debt is to ensure fairness among all subscribers in the need to clear their pre-Runaki debt once and for all.

To date, around 90% of the Kurdistan Region enjoys 24-hour electricity through Runaki.

Based on data from Runaki, around 80% of households, and in particular low-income households, continue to pay less for electricity than they did previously.

Prime Minister Masrour Barzani announced the Runaki programme in October 2024. The KRG Council of Ministers unanimously adopted the programme and new progressive tariffs in May 2025.

The KRG is planning to deliver 24-hour electricity to every home and business by the end of 2026.
