The Ministry of Electricity has launched a large-scale campaign across the Kurdistan Region to tackle illegal electricity connections, ensure fairness, and maintain a reliable electricity service for all citizens.

Operating without an electricity account or failing to pay electricity bills on time requires customers to settle all outstanding dues and will result in financial penalties under existing regulations. Bypassing the grid or tampering with electricity meters is considered deliberate fraud. Households found committing these violations face financial penalties of up to 4 million IQD, while businesses may face penalties of up to 50 million IQD, in addition to paying for all electricity used illegally. Such cases may also be referred to the courts and can result in permanent disconnection.

During the rollout of 24-hour electricity, illegal behaviour has placed strain on the electricity grid and undermined fair access to service. In line with regulations issued in June 2025, the Ministry will take firm action against any customer who abuses the electricity system

While Runaki is progressing well, with around 70 percent of the population already receiving 24-hour electricity, illegal use and non-payment place pressure on the grid and reduce service quality. These measures aim to protect the system and ensure Runaki delivers 24-hour electricity to all citizens across the Kurdistan Region by the end of this year.
